Government has felt obliged to seek the sanction of Your

Lordship's predecessors for a special dispensation in the

officer's favour.

4.

I shall be glad, therefore, to know whether

any such general practice limiting full pensionable status

to officers appointed under a certain age exists elsewhere

among the Colonies. If no such practice exists, I pro po se,

subject to Your Lordship's approval, to abrogate the local

rule and to eliminate age on appointment as a qualifying

factor for the grant of full pensionable status. A list

of the principal officers affected by the rule is enclosed.

This proposal will not, of course, affect

the rule that officers engaged for specific works or duties

of limited duration will be treated as temporary in all

respects.

5.

I have the honour to be,

My Lord,

Your Lordship's most obedient,

humble servant,

Governor, &c.
